Letter to request a medical report to support special circumstances This letter sets out the client’s infringements, explains the law regarding special circumstances and requests for the doctor to provide a medical report on a pro bono basis. Letter to request a support letter from caseworkerThis letter sets out the law regarding special circumstances and requests that the caseworker provide a letter of support that comments on the client’s circumstances. See Proving special circumstances & exceptional circumstances.
Seeking review, withdrawal, fee waiver or ‘calling in’ of infringements

Application for internal review and/or withdrawal of infringement by enforcement agency This letter can be sent to enforcement agencies (e.g. Victoria Police, the Department of Transport or local government authorities) to request internal review and withdrawal of the client’s fines. Letter to the Magistrates’ Court requesting instalment order – waiver of upfront payment This letter can be used if your client wants to set up an instalment plan with the Magistrates’ Court for outstanding open court fines but does not have the ability to pay an upfront payment.

Sample outline of submissions that can be used as a guide when appearing in the Special Circumstances List at the Magistrates’ Court These submissions can also be used for appearances in court where the enforcement agency has referred a client’s fines to the Magistrates’ Court, including after a successful enforcement review.See Special Circumstances List.
Letter for applying for an adjournment and consolidation of hearings in the General List This letter can be used to seek the adjournment and consolidation of multiple hearings listed in open court. See Consolidating matters.
